WithCulture still does not work in 2.2.0

We still have issues with not getting the correct translation, even when using "WithCulture". We need to be able to use a localization, not based on geo-position, cookie, browser setting,...

using old version of System.IO.Packaging

cant be used together with DocumentFormat.OpenXml as System.IO.Packaging version conflicts. DocumentFormat.OpenXml requires minimum v 4.7 latest version i 7.0.0
