支持网络错误重传

请问这个支持出现网络错误后重新尝试吗，在GitHub action上用这个上传文件到腾讯云有时会出现网络问题。考虑设定一个重试次数之类的。

我之前只发现github往国内的云存储上传速度比较慢，倒是没遇到过失败的。 可以考虑增加重试机制

confirmed: 从github action发布到国内的七牛区，上传失败。海外区可以。另外域名在七牛是需要审核的，不然国内转为loop地址。
