Can't install bolt 4 on Win 10 Pro

I'm trying to install the CMS, but after this command "php bin/console server:start" I have this error

In FileLocator.php line 71:
The file "." does not exist (in: "").

Hi, why aren't you using Bolt 5.1.x? Many issues have been fixed since 4.x
