Short days before holiday

Is there any way or any plans to add work hours to specific dates? In our country, we have short days ( usually minus 1 hour) in day before each holiday.

Out of all the requirments people ask for regarding this gem, this would be the most useful. I have no plans to implement it, but you's accept a pull request for this feature.
