Plugin fails to load on Rider 2021.2.1

Just received a new work laptop and this happens when trying to enable the plugin. Not sure if perhaps I'm missing something else on my laptop? Not encountered this before...

Previous version had a problem when running the template within phpStorm (from file system instead of a web server; changed to absolute URLs).
