wine dependency on cross platform libraries

My overlay **app-emulation/wine-vanilla:7.4** and **app-emulation/wine-staging:7.4** packages have dropped the external **app-emulation/vkd3d** requirement / **vkd3d** USE flag. That's the only practical requirement change for building the **wined3d** PE DLL.
