Grand Theft Auto 4 (dgvoodoo 2) - Hunting UI not showing up

I am using 3dmigoto 1.3.16 with dgvoodoo2. I have dgvoodoo set to directx 11 feature level 11 and passthrough enabled. The game launches and "d3d11_log.txt" is created, but the green hunting UI never shows up, and hitting numpad keys does nothing.

I should also mention I'm on Windows 11 64 bit.
