CLI v0.8.0 not released for testnet

There is no tbnbcli release for v0.8.0. Version 0.7.2 is the latest available.

I don't understand how the versioning works. Why is there an 0.8 release for mainnet, but not for testnet? Are v0.7 for mainnet and testnet not the same?

bnbcli v0.8.0 is the equivalent of tnbbcli v0.7.2

Those binaries are not released at the same time.
