Reopening issues

Is there a way for people other than the repo owner to reopen closed issues? I've seen Brucey reopen issues before but can't do so myself as I only get an option to comment.

If not, what should be done in case a previous problem resurfaces, or in case an already-closed issue turns out to be not fully resolved? Open a new issue and post a link to the old one?
