fix spurious cryptography build timeouts

On September 18th, `cryptography` builds started hanging for hours when building one of our Docker images. We build our Docker images for other architectures using the QEMU approach described [here](https://docs.docker.com/build/building/multi-platform/#qemu)....

once this is merged, i believe we can delete the label on github. i already updated https://www.eff.org/about/opportunities/volunteer/coding-with-eff and couldn't find any reference to it at https://certbot.eff.org.
