Fix parameter encoding so spaces work.

The space-in-parameters body bugs busts up attempts to manipulate IAM pretty good, since the 'policy' definitions often contain spaces.

This is just @bpo's work, and it works, but I wrapped a line and ran it through go fmt, which picked up some trailing spaces.
