add "homeassistant" provider

[rpardini]

• currently manipulates a Switch entity (on/off) as power state
• has a no-op impl of BootDeviceSet
• similar to the "rpc" provider, is exclusive with the other providers (incl rpc)
• ApiUrl and ApiToken are taken from host and password (username is unused)
