Ideally it should be users can make custom themes with HTML colors (IE #AABBCC) and share them with a json config file that other people can import to use that theme.

The System Color Theme feature in the APatch manager uses the Monet colors from the system. As a workaround, you can customize the system Monet colors using apps like ColorBlendr even if your system does not support color customization by default.
However, yes, having the ability to just set the colors in-app is rather convenient and worth considering.
