New feature: check local files in a cookbook that are not on the Chef server

I have found out that we did not check for local files in a cookbook that were not on the Chef server

This should work with Chef 11, 12 and 13 (we're using Chef 13 at the moment and are using this branch against our Chef server)

Coverage increased (+1.2%) to 75.515% when pulling 536d293b6323073bba97198bd3db6ff1a7d93849 on feature/local_but_not_on_server into 07d3633798a258ec68d638ef0f79ad94fd48fd89 on master.
