JPEG serializer

Tiled uses Pillow to serialize png files out of the box. There is a custom exporter example for also handling jpeg.

Is there an strong reason not to put this in the core array serializer? We have a lot of jpegs that we would like to serve via tiled.

We should update the docs to use a more obscure format, so let's leave this issue open.
