Isolate Helm publish action from container build

Due to blip in get.helm.sh availability, the 0.2.0 release produced a container but no published Helm chart. Running the action that publishes both the container and chart again took 20 minutes building and publishing a duplicate of the container and ~10s building and publishing the missing Helm chart.
