Report 'fine_dtype' with more precise type info.

This is a long-standing idea that I don't think we have a GH issue to track yet.

We record the 'dtype' as one of the jsonschema types (integer, string, array, etc.). It would also be useful to include a level of detail equal to what you get with numpy dtypes.

This feature would greatly help with the timestamps with nanoseconds, e.g. for https://github.com/NSLS-II-QAS/profile_collection/pull/9/.
