Current moderation tools make it impossible to report someone once they have blocked you

Describe the bug Because of the way the account-level report functionality works, it is impossible to report someone for anything besides spam and impersonation if they have blocked you.

Was trying to report someone for a hateful post, but they blocked me and I could no longer see the post, so I couldn't report them.

To Reproduce

Steps to reproduce the behavior:

1. Observe someone making a hateful post
2. Get blocked by that person
3. Try to report them for that post

Expected behavior There should be more moderation options at the account-level than just "impersonation" or "spam".
