Better handling of failed session resumption

Describe the bug As noted here, atm we don't differentiate between types of failures we receive while resuming a session. This results in bad errors states, like users being logged out if their network connection is bad.

Expected behavior Our app should be more capable of handling failures when resuming/creating a session. We should achieve this via updating our ATProto agent to be more granular with its error reporting.
