Instructions for jump-starting local development

The tips in the README and Hacking are super helpful but I'm hung up getting things running locally because the test users are not configured with a labeler.

Is it possible to mock up the required data in atproto or even inside this project to make it easier to stand this project up for local frontend development?

Ah, are you using the dev-env package for local dev? If so, we are indeed working on patching that up and making it compatible with Ozone! In the meantime @foysalit might have some tips, I believe he has hacked around this for local dev.
