Main Menu options disabled for non-English language packs

The parent menu options are disabled for many of the menus on the main menu bar for installations of non-english language pack choices. This bug was introduced in release of version 7.

This has been patch with release of patch version 7.0.19. All lang pack download packages have been refreshed.
