wizard: subtitle config appears on top of the wizard

Steps to reproduce

  1. Start the wizard
  2. Click through until at the subtitle configuration screen
  3. The subtitle config cannot be interacted with
  4. The wizard is hidden, until the settings menu button is clicked to "open" the subtitle config (which then closes it and displays the wizard)

Primary pain point(s)

Feels janky.

Discovered while testing 1.16.0-beta.13
