Action discovery (from BlueOS extensions) should have a versioning mechanism

We should re-announce the action to the user whenever its versioning changes.

If users can edit imported actions, it could be useful to consider their changed version as a different version than the original (e.g. add -user/-modified to the version number/date or something), so it can be made clear that they have made changes that may be lost in the update.
