bug: development settings toggle gets clipped

Current behaviour

The development configuration toggle switch can get clipped at certain window aspect ratios, and it starts further left than the scrollable region so is not recoverable without changing the window size.

Settings / Dev:

Expected or desired behaviour

All controls and text should be either fully visible on the screen, or at least fully scrollable onto the screen, not clipped and hidden from view.
