core: frontend: re-enable IPv6 to support Huawei HiLink LTE modems

Current behaviour

In Blueos 1.5.0 (and perhaps earlier versions) IPv6 has been disabled and this means that Huawei HiLink LTE modems (such as the Huawei E3372h-320) cannot be used. This is a very commonly used LTE modem.

Sorry to complain but this caused me much anxiety in the lead-up to the AP Dev Conf 2025 because I could not understand why the Huwei LTE modem would not work with BlueOS when I had used it successfully so many times before with an RPI

Expected or desired behaviour

Huawei HiLink LTE modems should be usable

I haven't been involved in this side of things, but for context there's some relevant commentary here.

I think everyone agrees that IPv6 support would be nice if it's feasible, it just needs to be implemented in a way that doesn't cause more problems than it solves :-)
