camera-manager: provide ONVIF support for IP cameras

We currently have minimal IP camera support via rtsp, but it would be preferable if we had support for ONVIF-based configuration of IP cameras that support it.

This has been mentioned and requested on the forum:

• a wishlist of supported profiles and features
• someone asking if ONVIF is supported
