support "you are being deleted" lifecycle event notify

Currently we notify role members about three different events:

  • you are being created
  • some other member is being created
  • some other member is being deleted

We should add "you are being deleted" to that set. We can tie this behavior to a higher "config API version" (if we track EPIC config API that would be version 9... let's discuss how/if we want to stay in sync with that).
