Deploying prod to staging and backwards install the basic packages of the initial setup and break my sites.

Summarize the issue (briefly) When i move things from prod to staging and staging to prod, looks like the base wordpress plugins installed from the initial setup on this new version from Bluehost alway instaled the base plugins and this breaks my sites.

This is something not useful and disrupt my operations due to i work changes on staging and then deploy to staging. and when my websites move across time and i need changes on my webistes i go from prod to staging and make the changes and then deploy back. But with this re installation from the base plugins my websites breaks, different plugins disable on this process and i need to resetup everything and just breaks my sites.

Expected behavior

Before the new web ui from bluehost the movement from staging to prod and backards work fine due to never install any baseline plugins again .
