Consider a partners module

Is your feature request related to a problem? Please describe. As discussed in this PR: https://github.com/bluehost/bluehost-wordpress-plugin/pull/651#pullrequestreview-1619070863, we could potentially use a partner module that deals with partner settings and code (woo, jetpack, toast, etc) for all plugins in one module rather than copying code to each plugin.
