[BUG] It only zooms into the center of the picture
Describe the bug PhotoView is only zooming to the center of the image. All gallery applications allow to you zoom anywhere in the picture. However, with this library, wherever I zoom into the image with a double tap or pinch, it only zooms to the center.
To Reproduce Open an image or gallery, zoom to the right bottom corner of the image and you will see it will be zoomed to the center. Also, if you double-tap to the same part of the image it will be zoomed center again.
What is the current behavior? Wherever I zoom into the image with a double tap or pinch, it only zooms to the center.
Expected behavior Users have to see image zoomed with wherever user zoomed with a double-tap or pinch.

Which versions of Flutter/Photo View, and which browser / OS are affected by this issue? Did this work in previous versions of Photo View? All versions and all OS.
