[Windows 11] Setting text scale config does not apply

Running launchpad-scaffold with option to set text scale to 100% sets the "custom scale" value to 100 instead of using the 100% option

Thanks for flagging @katiewhan. Did you find it causing confusion or is it also causing issues with text scaling itself? Back when we implemented this, this seemed like the best way to do it but there might be better paths now.
