Terraform fix comment ignored

Hi,

For the Terraform actions it seems that there is an issue with the if that choses the comment text: fix terrafrom fails, but fix bltavaresactions works.

I created an example Pull Request here that shows the issue: https://github.com/Vlaaaaaaad/tf-actions-bug/pull/2

I have no idea why that ||(or) would fail since $1 is clearly set to terraform, but it does. Any ideas?
