versioning and CKAN

Hey blowfish. I'm in a chat with HebaruSan about my recently published HX Reconfig and we've reached a matter about the versioning of your various mods. I just clarified with him that technically, the B9 parts packs are compatible with every version of KSP ever so it's very safe to delete the min and max KSP version nodes from the parts mods' version files. The existence of this restriction is making it a little hard to setup the relationship with HX Reconfig, possibly among other things.
