Feature Request: Allow the listing of service dependencies without writing out their transitive dependencies

Is your feature request related to a problem? Please describe. If you are developing service A, and it depends on service B, I think it would be great if you would not need to specify all of the service details for service B if service B already has a docket file that can be pulled in by docket automatically.

Describe the solution you'd like For service A, you could just have a depends on where you just list service B and perhaps its expected condition. You should not need to include all of the docket dependencies for service B, which can be error prone.
