gbl_wait_for_rtcpu_nodes asks master to wait-for-seqnum for rtcpu'd nodes

This is a workaround that should allow durable-lsn databases to write during DR testing even though the installation only spans 2 datacenters. rtcpu'd nodes will still not handle sql requests, as they won't have a valid coherency-lease.
