stop vendoring upstream gems in the bootstrap

We should use mirrored/ proxies repository like we do for maven and pypi.

• chef 13 + stopped having /opt/chef/Gemfile
• upstream cookbooks we integrate outside the Berksfile can fail if they need gems outside the one we "hand-pick"
