Feature Request: Import UTF-8

Right now I can export files as UTF-8, but once I do I cannot load them back into the editor... it would be nice if I could open or import UTF-8 art files for editing.

Being able to mark files as UTF8 or CP437 and converting for terminals of one type or the other would be nice.

It would even be possible to extend the feature set by e.g. being able to create and manage even smaller characters to realize e.g. 1/8 blocks . And, if a big enough font is chosen, even with shading...
