Blocks list: add base fee

Please add column 'Base fee' to the /blocks page

  • To be able to be hidden with NEXT_PUBLIC_VIEWS_BLOCK_HIDDEN_FIELDS
  • API response field - base_fee_per_gas
  • Show in format: 35 wei or '0.0111 Gwei' (if > 0.0001 Gwei + roundup)
