BLO-142: upgrade to composer 2

• upgrade requirements to match composer-2.0.16-airflow-2.2.5 with python 3.8.12
• update Airflow code (operators, hooks, etc) to pass DagBag tests

TODO:

• investigate and maybe fix (some) deprecation warnings in CLI and Airflow tests
• run the dags in dev to more deeply test the Airflow code
• update the Airflow code further
• tighten the CLI requirements

Also:

• fix the names of 2 CLI tests, test_extract_token_transfers_job, test_extract_tokens_job
