All of these rules are true or Any of these rules are true is only applicable when there is more than one rules. When the rules is empty or contain one rule, we can hide these select box as it will be contain unnecessary spaces and not layout friendly. I find myself using single rules on page load, But this select box unnecessarily obstructing the expected layout.
