Chat Sessions Reappear After Deletion Due to State Management Regression

Deleted chat sessions are not being fully removed and reappear in the chat interface, preventing users from creating new sessions after deletion. A temporary patch was added in #5644, but this behavior appears to be a regression introduced in the new implementation.

Reproduction Steps

• ✅ Create a new chat session
• ✅ Navigate to chat history
• ✅ Delete the current session from history
• ✅ Return to chat interface
• ❌ Expected: New empty chat session should be created
• ❌ Actual: Previously deleted session reappears
