Goose Mode Bug with Databricks Llama: Model response did not respect the required format #1161
Describe the bug
When using GOOSE_MODE=approve, with model databricks-meta-llama-3-3-70b-instruct, run into this error

Additional context
- I wonder if anyone knows whether this is a llama specific problem.
I think it is llama specific issue, other users report it as well, it seems like llama doesn't use the tool call, instead, it returns the json tool response, I may be wrong
