"Anime 4K" does have a great improvement in picture quality, but in many cases it makes the movement of things feel unreal. For example, the movement of characters, when using "Anime 4K", I feel that the frame rate is low.

Stuttering and judder can be caused by desyncs between the GPU and monitor. If your GPU is not very powerful, try reducing the amount of shaders and use faster variants. You can also play around with the tscale and interpolation settings in mpv.
