Add windows testing support to CI

Currently when the tests run on windows os the following error happens:

Error: spawn cmd.exe ENOENT
 ⎯⎯⎯⎯⎯⎯ Unhandled Error ⎯⎯⎯⎯⎯⎯⎯
WebDriverError: chrome not reachable
