Restructure tagging

What

Add more resource tagging, and restructure tagging similar to Cloudposse's terraform-null-label(https://github.com/cloudposse/terraform-null-label).

Why

Important to be able to completely label everything in a structured fashion.

@maartenvanderhoef would the use of a versioned release of the null-label resource within this module be allowed?
