Doesn't implement the Community Protocol

The implementation here is close but not quite the same as the agreed upon community protocol. Can we get this implementation in alignment, or can the team propose changes to the protocol via PR that the community can weigh in on so that this protocol works for the whole WC community?

Yes.

My idea is to finish all features with tests that i need ( based on actual usage ) than create a implementation based on proposal.

So i can make suggestions if any to proposal.

One that i already did was making no assumption about multiple or not. Hopefully i can expand a bit on it
