Option to make pause menu 30 FPS like vanilla Ocarina of time instead of 60FPS

When the extra options screens were being added to the pause screen, the FPS went from 30 to 60. Most likely deliberate.

Some people seem to have troubles getting used to and navigating through the screens at 60FPS, instead of the 30FPS that they are used to.

no it just feels bad at 60fps not smooth or to be honest slower then 60fps
