Rewrite ImageWebResources as a VM-only library using HTTP + ImageDecoder libraries.

As it stands, there's too much duplication (or really, just outdated api design) between ImageWebResources and the HTTP library and just having an ImageDecoder library would be useful by its own merit.

That said, an ImageDecoder library needs to be written.
