Killstream Based on Quality/Subtitle Use

Is your feature request an improvement on an existing script? Please link to script. kill_stream.py - only kill stream if user is transcoding quality down (ex. 1080 to 720) AND is not making use of subtitles (which will automatically cause it to transcode)
