No progress, my plan was to get going once I have a better understanding of kubevirt, and that this issue might boost the knowledge :-)
building the same Dockerfile twice won't result in the same Image ID. Can you try a tagged build and use that tag instead?

Any updates here? Even a fresh download of bazelisk has to download bazel before spitting out the bazelisk version
